If it's surprising, then... I'll go with something recent. There was this Fixer we came across from the Cinq. The guy was hard to take seriously--he had a selfie stick on him at all times so he could stream everything he was doing--but he was more skilled than I gave him credit for.

Or if you want to go earlier than that, there was the first Distortion we encountered. He had these raw chickens that could attach themselves to people's heads and make them do what he wanted.
